You state that the “fare meter going“ and that the driver took the RFK - that sounds like a more likely trip in from LGA. If the meter was running (prices changing during the ride) then it wouldn’t be the flat JFK fare, or maybe you meant that meter was ON displaying the flat rate from JFK. I’m just tossing out some ideas.
